This article examines existing examples of the use of Artificial Intelligence (AI) at the state and supra-state levels and analyzes the relationship between AI and the Global Noopolitical Order. First, the power of algorithms to produce social order is discussed through examples of their use in law, education, health, and politics. In this context, it is emphasized that algorithms should be open-source and auditable for democratic legitimacy and transparency.
The role of AI in peacebuilding, combating the climate crisis, health, and the Sustainable Development Goals is examined in light of United Nations (UN) initiatives (Global Digital Compact, UNDP Digital Strategy, etc.). The study proposes a conceptual AI Decision Support System called Noopoliticus. This platform will integrate humanity's classical and modern knowledge (philosophy, history, politics, law, etc.) with Big Data, assuming the role of a decision support system in global governance. Noopoliticus aims to build a wisdom-focused epistemological database using techniques such as blockchain, machine learning, genetic algorithms, and speech/image recognition. The article concludes that AI can create a more just, peaceful, and nature-friendly order on a global scale.
